How would you allocate IP addresses ?

Allocation of IP blocks to Autonomous Systems must be handled by a single neutral non-profit entity (IRA: Internet Routing Association) worldwide to prevent outside pressure from governements or companies.

This IRA then allocates CIDR blocks to requesters in accordance with their requirements. Requesters must submit an application detailing the number of IP addresses needed and their expected use. The IRA evaluates the request and delivers AS numbers and CIDR blocks to accepted requests and manages the central database of allocated blocks.

To facilitate allocation, the IRA can delegate a large CIRD block to another entity, for example a Tier I ISP, for them to manage. The IRA can also manage the mapping of multicast protocols to an address for standardization.
